When an AI HR assistant makes sense (and when it doesn't)

An internal HR chatbot is not the right answer for every company. It pays off when the same questions arrive over and over and the answers already exist in writing.

A good fit when

  • HR answers the same questions about leave, sick days, home office, benefits and payslips every week.
  • The rules already exist in writing - an employee handbook, internal directives, benefit rules, onboarding checklists - but people cannot find them.
  • Employees ask through Slack, Teams, email and hallway conversations, so nobody sees how often the same question comes back.
  • You need every employee to get the same answer from the same approved document, not a different answer from a different colleague.
  • You hire steadily and each new person repeats the first-week questions of the person before them.

Probably not the right tool when

  • The rules are not written down yet. An AI HR assistant answers from your documents - if the document does not exist, the assistant has nothing to answer from.
  • Most questions are individual cases: one specific contract, one salary, one disciplinary matter. Those belong with a person, not with a chatbot.
  • You need the assistant to change records in your HR system - approve leave, edit a contract. ELIA answers questions and routes the rest to HR; it is not the system of record.

Building it in-house on ChatGPT

A ChatGPT workspace with the handbook uploaded is quick to demo and hard to keep alive. Somebody has to own document updates, access for employees who are not technical, a record of what was asked, and answer quality when a policy changes mid-year. The model also has no reason to say "ask HR" - a question about one specific contract gets something plausible instead. As an internal experiment this is fine. As the HR channel for the whole company it quietly becomes a second job for someone who already has one.

A generic chatbot platform

Flow-based chatbot builders were designed for lead capture and support routing. They answer well when an employee asks the question the way the flow expects it, and fall over when they ask it in their own words. Every policy change means editing a decision tree by hand.

Intranet search or an HR knowledge base tool

A maintained intranet is genuinely useful, and an HR knowledge base is exactly the right source for an assistant to read. What it does not do is answer. Search returns ten documents and leaves the employee to work out which paragraph applies to a part-time contract in their second year. That last step is the one people skip - and escalate to HR instead.
